Thai and Chinese Premiers to witness signing of MOUs on Dec 19
December 19, 2014 at 1600hrs, Prime Minister Li Keqiang of China is scheduled to arrive at the Government House, and will be welcomed by PM Prayut. He will, then, sign on a blessing book for His Majesty the King at the Inner Ivory Room before proceeding to the Green Room for a plenary meeting with the Thai Prime Minister. At 16:40, after the meeting, PM Prayut will lead the Chinese Premier to the Purple Room to witness a signing ceremony of 2 Agreements. Prime Minister Li Keqiang will, later, join dinner hosted by PM Prayut in honor of the national leaders who attend the 5th GMS Summit at Shangri-La Hotel, Bangkok.

Gist of the MOU: The Thai Government agreed for the Chinese Government to take part in the implementation under Strategic Framework for Development of Thailand’s Transportation Infrastructure 2015-2022, particularly in the Standard Gauge Rail Project route Nongkhai-Korat-Kaeng Koi-Mab Ta Put Seaport for the distance of 734 kilometers, and Kaeng Koi-Bangkok for the distance of 133 kilometers. This will be the first standard gauge rail project of Thailand, and the cooperation will be on G to G basis. An executive committee will be set up to oversee the implementation under this MOU and will be co-chaired by the Thai Minister of Transport and Chairman of National Development and Reform Commission of China.

The MOU is a declaration of intent of China in buying Thai agricultural products, especially rice and rubber. The country will also increase its purchase of other kinds of agricultural products from Thailand. The Thai signatory of this MOU will be Gen Chatchai Sarikalya, Minister of Commerce.
The signing of 2 MOUs between Thailand and China is a result of series of meetings between Gen Prayut Chan-o-Cha and Prime Minister Li Keqiang during international events, namely, the ASEM Summit in Milan, the 22nd APEC Summit in Beijing, and the 25th ASEAN Summit in Naypyidaw. This underlines the importance of Thailand in China’s view, and Chinese readiness in expanding collaborations with Thailand to make the country the hub of connectivity between China and the ASEAN region.
