泰国主要农产品和食品出口中国所需要的各类检验证书及检验要求
The Kinds  of Certificate and Inspection Stipulation Required
for the Thailand’s Major  Agricultural Products and Foodstuffs Exported to China
中国政府对于进口农产品和食品的安全、卫生与质量要求主要有二个方面。一是植物检疫要求，二是重金属及农药残留限量要求。
   在植物检疫要求方面，规定不能携带对植物生长具有危险的植物病害、害虫和杂草籽等有害生物。因此，输往中国的木薯片、玉米、大米、桉树木片等产品，在装运后，必须进行熏蒸灭虫。同时，还必须由泰国农业合作部农业厅出具植物检疫证书。
   在重金属及农药残留限量要求方面，中国国家质量监督总局和卫生部对于大米、木薯片、玉米等都有具体的重金属含量及农药残留限量要求。
  重金属的主要有：Arsenic  compound (砷化合物)，Mercuriy(Hg，汞)，Lead(Pb，铅)，Cadmium(Cd，镉)。农药残留的主要有： Phosphides  (磷化合物)，Cyanides (氰化物)，Malathion (马拉硫磷)。此外，对其它一些毒素也有要求，如Aflatoxin  B1(黄曲霉毒素B1)，Vomitoxin  (Don)（呕吐毒素），Zearalenone(玉米赤霉烯酮)等。
另外，在商品品质要求方面，一般是根据买卖双方签订的贸易合同的条款和泰国商业部制定的标准商品出口品质要求。在这里，介绍泰国几种主要产品出口中国，所需要的各类检验证书。

The Chinese government’s safety, health and quality requirements  on the import of agricultural products and food are mainly two aspects: First,  phytosanitary requirements; Second, heavy metals and pesticide residue limits  requirements.
In the phytosanitary requirements, it is regulated that the  goods are substantially free from the diseases, pests, and weeds which are  dangerous to plants on plant growth.
Therefore, the products exported to  China, such as tapioca( cassava) chips, corn(maize), rice, Eucalyptus wood chips  and other products in the shipment must be fumigated with pest control. At the  same time, It must get a phytosanitary certificate issued by the Department of  Agriculture of Thailand Ministry of Agriculture and Cooperation.
In heavy  metal and pesticide residue limits requirements, China’s General Administration  of Quality Supervision, Inspection and Quarantine Bureau（AQSIQ）and China’s  Ministry of Health have specific regulations of the heavy metals and pesticide  residues for the rice, tapioca chips, corn(maize) and other limited  requirements.
The main heavy metals are: Arsenic compound  (砷)，Mercury(Hg，汞)，Lead(Pb，铅)，Cadmium(Cd，镉)。
The main pesticide residues are:  Phosphides (磷)，Cyanides (氰化物)，Malathion (马拉硫磷)。
Furthermore, there are a  number of other toxins requirements. such as
Aflatoxin B1(黄曲霉毒素B1)，Vomitoxin  (Don)（呕吐毒素），Zearalenone(玉米烯酮) and so on.
In addition, on the product quality  requirements, are generally performed according to the terms of trade contracts  signed between buyers and sellers.
Hereby, I will introduce the certificates  which are required for the several Thai major products which are exported to  China.
1. 大米 RICE
1）数量品质证书 CERTIFICATE OF WEIGHT AND QUALITY
2）包装证书 CERTIFICATE  OF PACKING
3）年产证书 CERTIFICATE OF CROP YEAR
4）集装箱卫生证书 HEALTH CERTIFICATE  OF CONTAINERS
5）有害物质残留证书 CERTIFICATE OF PESTICIDE RESIDUES
6）熏蒸证书  CERTIFICATE OF FUMIGATION
7）原产地证书，CERTIFICATE OF ORIGIN , 由泰国贸易商会签发。
8）植物检疫证书，PHYTOSANITORY  CERTIFICATE,由泰国农业合作部农业厅出具。
9）在外包装上必须印有中文标识 About Chinese  Label
10）在外包装上必须印有营养成分表 About Nutrition Information on the packaging  foodstuffs
大米的有害物质残留证书（CERTIFICATE OF  PESTICIDE RESIDUES）的主要检测项目：
1. Arsenic compound(砷化合物)  is  less than a maximum of 1ppm ( 1 part per million calculated according to the  arsenic oxide(AS203)content).
2. Mercuriy compound（汞化合物）  have not been  found.
3. Phosphides（磷） is less than a maximum of 0.05ppm ( 0.05 part per  million calculated according to the PH3 content).
4. Cyanides（氰化物） is less  than a maximum of 5 ppm ( 5 part per million calculated according to the HCN  content).
5. Malathion（马拉硫磷） is less than a maximum of 3 ppm ( 3 parts per  million).
6. Lead(Pb，铅) < 0.2mg/kg；
7. Cadmium(Cd，镉) < 0.2mg/kg
8. Aflatoxin B1(黄曲霉毒素B1) < 10ug/kg
关于在外包装上必须印有中文标识
About Chinese  Label
对于大米的中文标识，必须列明一下内容：
1. 商品名称
2. 配料
3. 原产地
4. 净重量
5. 生产日期
6. 保质期限
7. 储存条件
8. 用途
9. 出口商
10. 出口商地址
11. 进口商
12. 进口商地址及电话
13. 纯度（对于泰国香米而言）
14. 出口商注册号码（Bar Code，泰国商业部颁发）
15. 商品条形码（泰国是0885开头）
